Specialized foster care services include:
Medically fragile; or
Care plus.
A foster/adoptive home parent does not have an entitlement to provide specialized foster care services.
A foster/adoptive home parent requests the recommendation of the R&C worker prior to enrolling in specialized training per 922 KAR 1:350, 11(a).
A resource home may receive a specialized foster care per diem reimbursement rate only if:
The needs of the individual child warrant the rate; and
The foster/adoptive home has successfully completed the required specialized training for the type of services to meet the needs of the child.

Procedure
The R&C Worker:
Provides to the FSOS the recommendation for a foster/adoptive home parent, if deemed appropriate, to receive specialized foster care training.
The FSOS:
Determines if the foster/adoptive home parent possesses the aptitude for fostering a child in a specialized placement;
Approves the resource home parent to attend training for the types of care listed below if it is determined that the parent possesses the aptitude for fostering a child needing specialized foster care services:
Medically complex child; or
Care plus child;
Provides written notification of a decision to the foster/adoptive home parent(s) who are requesting specialized training within thirty (30) calendar days of the request.
