12.18.1 Advanced Foster Home Approval

Procedure

​The R&C Worker:

  1. Submits a request to the FSOS for a non-familial foster or adoptive home parent to be classified as an advanced foster or adoptive home and receive an advanced per-diem when the following conditions have been met: 
    1. A non-familial foster adoptive home parent has been approved for two (2) years; and
    2. Completed thirty (30) hours of training in the following topics to the second-anniversary date of the foster parent's initial approval:
      1. Trauma-informed care curriculum provided or approved by the Cabinet for Health and Family Services (CHFS/Cabinet);
      2. Psychotropic medications curriculum provided by the Cabinet;
      3. Sexual abuse curriculum provided or approved by the Cabinet; 
      4. Behavior management and skill development;
      5. Court, Advocacy, and Self Care provided by the Cabinet;
      6. Effective Communication, Maintaining Connections and Culture provided by the Cabinet. 
    3. Relative/fictive foster home will be classified as an advanced foster home after being opened for two (2) years. They are not required to complete the thirty (30) hours of training. Ongoing training requirements are not required unless the relative/fictive family is care plus or medically complex. 
    4. Training to meet the needs of the children should be encouraged and offered to the relative and fictive foster home. 
  2. Sends a letter to the foster or adoptive home informing the home of its approval upon decision by the FSOS;
  3. Copies the billing specialist on all approvals;
  4. Completes a new DPP-111​​ Foster Home Contract reflecting the new approval type; and
  5. Works with the child's worker to ensure that a new DPP 111-A Foster Home Contract Supplement is completed and signed reflecting the advanced rate.
