G2.4 Citizen Review Panels

Legal Authority

Introduction

Citizen review panels (CRPs) are federally mandated groups of volunteer citizens who work to improve the state’s child welfare system by examining policies, practices, and concerns and making recommendations for improvement.  ​​​​​​​​​

Practice Guidance

​Kentucky has nine regional CRPs that serve the nine Department for Community Based Services (DCBS) service regions. Members are community volunteers with diverse backgrounds who are interested in improving child and family well-being. Panels meet regularly at the regional level, including regional leadership, and together at an annual retreat and with DCBS state leadership.  

Procedure

The SRA:
  1. ​​Designates a representative to attend meetings in each service region in which a CRPl is established; and
  2. Attends no less than two (2) meetings each year.
The responsibilities of a Cabinet for Health and Family Services (Cabinet/CHFS) representative include, but are not limited to:
  1. Providing access to information necessary to complete the mandate of the CRP; 
  2. Giving the CRP notice of all standards of practice (SOP) issuances related to child protective services; and 
  3. ​Making the CRP aware of any potential issues that they may wish to address.
