C12.16 Educational Training Voucher

Introduction

​​​​An educational training voucher may be provided to a young adult who is committed to the Cabinet for Health and Family Services (Cabinet/CHFS), was adopted or entered a state guardianship assistance program from foster care at age sixteen (16) or older, or transitioned out of foster care at age eighteen (18) or older.​​​​​​​

Practice Guidance

  • A young adult is eligible to participate in the education training voucher program for a maximum of five (5) years, or until age twenty-six (26), as long as they are enrolled in a postsecondary education or training program and making satisfactory progress toward completion of that program. 
  • The voucher provided may be available for the cost of attendance at an institution of higher education, not to exceed five thousand dollars  ($5,000) or the actual total cost of attendance per year, whichever is less. Cost of attendance includes tuition and fees, books, supplies, equipment (such as a computer), transportation, and living expenses, including food and housing costs. 
  • The eligible youth is required to provide verification every semester of good standing or satisfactory progress in a program via an unofficial transcript or other official documentation from the institution. 
  • If the youth is determined by the Cabinet to be ineligible for educational training voucher funding, the youth may request an administrative hearing.
  • Educational training vouchers are not utilized for youth on extended commitment unless the cost of attendance is not covered by the tuition waiver and financial aid. ​

Procedure


The SSW:
  1. Provides the DPP-334 Request for Educational and Training Voucher Funds to the eligible youth to complete and return to the regional transitional living specialist (TLS) or the Transitional Services Branch.  
The T​LS: 
  1. Provides the DPP-334 to the eligible youth to complete; 
  2. Provides information for the young adult to submit the form or submits directly to the Transitional Services Branch by email to Chafee.ilp@ky.gov.
The Transitional Services Branch:
  1. ​Verifies eligibility and notifies the applicant within thirty (30)​ working days of receipt.
