- The child’s behavioral mental health screening refers to a basic behavioral mental health assessment, rather than a full behavioral mental health diagnostic examination.
- Children under age three (3) involved in a substantiated case of child abuse or neglect are to be referred within seven (7) calendar days of identification to Kentucky Early Intervention Services (KEIS) for developmental screening (CAPTA 106(b)(2)(B) and 34 CFR 303.303).
- Children under five (5) who do not qualify for referral to KEIS should are to receive an Early Periodic Screening, Diagnosis, and Treatment Services (EPSDT) screening from the local health department. or, if eligible, a First Steps screening (federal zero to three program) as a substitute for a mental health screening.
- Developmental screenings for children under five (5) may be in place of or in addition to a behavioral health assessment, dependent upon the outcome of the behavioral health screeners required by SOP C7.22.3 Standardized Screening and Assessment for Children in Out of Home Care.
8. Facilitates completion of the child’s
behavioral mental health screening performed by a qualified mental health professional (QMHP) (documented on the DPP-106G-Mental Health Services) within thirty (30) calendar days of a child’s entry into OOHC;
10. Refers children under age three (3) involved in a substantiated case of child abuse or neglect or affected by illegal substance use to Kentucky Early Intervention Services (KEIS) for developmental screening within seven (7) calendar days of identification [CAPTA 106(b)(2)(B) and 34 CFR 303.303].
